Are you postponing the installation of energy efficiency projects because the money is not in your current budget? Do you find yourself weighing the benefits of installing energy efficiency equipment today against the hassles and expense of requesting new or additional debt? Are energy efficiency projects being delayed because you are understaffed? If you answered "yes" to any of these questions, there are several simple, legal, and well-tested financing alternatives that may address your concerns, including:
Energy Performance Contracts - these are agreements in which a third party evaluates and identifies energy savings in your facilities, and implements the improvements. Your local government pays for them through the energy savings.
Tax Exempt Lease Purchase Agreements - are cost effective financing alternatives to bonds that allow for energy efficiency projects to be paid from operating budget savings. In most states, they are not considered legal debt, and are commonly used by local governments for non-energy projects.
Operating Budget Savings - becomes the source or repayment for many energy efficiency projects, permitting energy efficiency project to be implemented without exceeding existing budgets.
